For those interested, I found the program that will stop the boot process and wait for a password. It's called Access Denied,
it works only for Win95, 98 and WinME, and you can read about it here: http://www.johnru.com/

As far as I can tell it was intended for a stand-alone machine connected directly to the net.

If you try it, I strongly urge you to read the 'readme' file after installation but before reboot!!
