You didn't say which windows you have.  Assuming it's win 98 SE, that's a
common problem. Go to the Micrsoft site and download the shutdown patch.

Turning off Power Management features in Control Panel might help.

goto Start button/find type in *.pwl , delete any you find,
reboot,when prompted for login
enter a username but no password
DONT HIT ESCAPE, hit enter twice.
