MS is finally giving up on OE6 with Win7, bummer...
(But reports have it the new one is buggy too.)

The following is experimental, can't hurt, but might not help.

Normally you would close OE6.
Maybe you should re-boot instead and NOT touch it.
It might be partly running silently...

You need to find the OE6 message store.
Try a "deep" search (8 folders down) with you favorite search tool.
Look for "  Outbox.dbx  "
Delete it. ANY email you have waiting to be sent will be deleted too...
You could also rename it, move it, etc., if you wanted to dig deeper
into the exact cause or try a data recovery on that file. (right.)

If the search thing does not work "that deep", the default (personalized)
path to that file looks a lot like this:
"C:\Documents and Settings\YOUR USER NAME\Local Settings\
Application Data\Identities\{BIG RANDOM PERSONAL NUMBER}\
Microsoft\Outlook Express\Outbox.dbx"

OE  will make a new OutBox next time it loads.
