I can tell you that "Load Power profile" is included twice in msconfig by
design.

One, there are nuances to above. Some of the listings in Close Program
are esoteric. Some of the listings in msconfig, Startup are ambiguous or
their use is unclear. For example, it is correct that two listings be
enabled for some items, not just one.
Two, there are other processes that run in background that do not show up
in any of three places mentioned.
