Did your friend call her/his ISP for the correct mail settings?  That's
crucial for it to work, because the server settings vary from ISP to ISP.
The tech person will say to open OE, then click tools, accounts, properties,
then servers, and in the servers window will tell your friend the correct
stmp and pop settings to type into the bars.  After that it should work
fine.  Mine did.  And when I switched ISP's I had to call the new company
for the different settings.

If you want to try to configure it yourself without that phone call you can
do a google search and type in the ISP name then OE stmp settings and you
may find the numbers listed on a site.  One warning - not all ISP's support
OE mail.
