This is simply going to invoke the EXITWINDOWS API call, which
polls every running process for permission to shut down -- at which
point, a process can save anything it needs to, or pop up a dialog
asking the user if they want data saved. Yes, it should be exactly
"as safe as selecting ShutDown from the Start Menu".
