See if you can boot into safe mode.
If so, the file is part of a Norton./Symantic product.
"Symantec LiveUpdate Proxy Module"
I would disable that (if possible), or uninstall "all Norton" and
"possibly" re-install... (I am Norton free...)
If the Norton product you have is 2004 or newer, they have
a good un-install (aggressive clean-up utility) program on their
WEB site. Due to the way they write their links, you have to
search for it by your product name and drill into the site that
way... I got the "same" clean-up file from MajorGeeks for use
at a friends house and the SAME day it said it was expired...
