By my experience and opinion - they lie. I look headers
of spam and even From: is hotmail account  mail itself
are sent several computers worldwide. Usually some
xDSL or cable connections. If spammers behavior in
rest of world is similar has here (Estonia) it is
originated from some unprotected WiFi connection.

And there is other measures to at least noticeably
lower sent spam like limiting number of recipients.
