in addition to the valuable suggestions given by other members i am adding my 2 cents worth.

assuming you have maintained both the systems in the same way (eg.auto update or none or some other changes to IE one of the computers),click on IE/tools/internet options/advanced IN THE NON PROBLEMATIC COMPUTER and note down the settings for the various items. then do the same for the problem machine and see if there is any difference in the settings (checked/unchecked) in the features. i think this might give a clue.
