The ultimate solution for retouching is Adobe Photoshop, but it is far too
pricey. There are also Microsoft Photo-something, Paint Shop Pro, etc. For
enlarging/shrinking only you can use the viewer ACDSee. Any program will
print on photo paper, you just have to set it up in printer options.
