The error message should be:
sync.exe is linked to missing report CRYPT32.DLL:CertNameStringA
which means you are missing the crypt32.dll file in your
C:\Windows\System directory.   Download a new one from this URL
http://www.dll-files.com/dllindex/dll-files.shtml?crypt32
and extract it from the zip file into the C:\Windows\System directory.
