At the beginning of your Address "TO" line and your "CC "line have an open 
book icon?
Click on this book and you will have a left hand box with all your addresses 
in and 3 right hand boxes so you can decide whether to send "TO" "CC" or 
"BCC"

I  do not have a navigation listed, I have following, dashboard, history, 
status bar, navigation bar, download mgr, go to, back, forward, home, and

  I will assume that you are using Outlook Express, which comes with XP 
Home.  When you are composing a
  message, click on "View" at the top and then clcik on the "All Headers" 
line and the Bcc: should appear.
  It should stay there on future correspondence until you click it again.
