I'm afraid I won't be much help on this.  There used to be a setting called something like "connect as required" which would also stop unwanted connections like this if it was unchecked.  It was always difficult to find.  I don't use dial-up networking any more and I cannot find the option I'm thinking of any more.  You may have to look in Internet options in IE, in the properties or settings of your Connection or on the pop-up dialer window itself.

  The usual cause of this problem is that the Web page you are trying to
  look at references a picture or something that is not on your computer
  so it tries to open an Internet connection to get whatever is missing.
  Was the page saved with the "complete" option? You say this is a new
  ISP. Was the file saved from the old ISP or the new one? It might make
  a difference.

  The page was saved with the complete option.
  Pages saved from both the old ISP and the new ISP have the same problem.
  The problem only started when I set up on a new ISP which involved a very minor
  upgrade to IE 5.00.xx
  I would expect that some change to the IE settings has caused this.
