I use it for .wmv files works great.
Plays most movie files except .mov files which are
I believe quicktime movie files.
 One of the best proggies for audio/video IMHO
I tried your URL "wm9.bur.synccast.com/istream/lwc/7173.wmv"
plays fine in winamp here, I have sat. internet, kinda' like broadband
  and it didn't take long to start playing.
It's possible if you only have dialup that you don't have enough
bandwidth to download and play the file, but try it in winamp.
