Allan,

Go to Settings -> Control Panel -> Accessibility Options.  On the Keyboard tab, put a check in the "Use Togglekeys" box at the bottom of the window.  If Accessibility Options do not appear on your Control Panel, you have to install them.  To do so, go to Settings -> Control Panel -> Add/Remove Programs -> Windows Setup and make sure that Accessibility Options under Accessibility is selected.
