By most accounts, YES.

I have the full Nero7 suite, and it's awesome. Express is the cut-down 
version and I use it for 99% of burning tasks.

There might be better and easier burning software out there for specialised 
tasks, but in general I haven't found anything that Nero can't do.  Just 
occasionally it's a little daunting and non-intuitive if you aren't into 
the technology (eg burning ISO's if you want to take advantage of its full 
range of options).
