Thai,

I've seen this happen on systems running NT 4.0 WITHOUT Service Pack 3
installed and running Norton Anti-Virus.

The problem went away as soon as SP3 was installed.

You can see if SP3 installed by rebooting watching for the NT build info to
be displayed.  This will show build 1381 I think.
