TweakUI and poledit.exe allow you to take better control of the Win95
system. I know you can disable the F5 & F8 keys, Hide the C: drive and
perform a number of other items to control the system. Both of these are
available from the microsoft downloads along with other powertoys & utilities.
In TweakUI, the function keys can be disabled under Boot - keys available
for zero seconds.
poledit.exe has a long list of items that can be disabled.
I do not think that you will find any way to disable the scandisk & safe
mode boot after an invalid shut-down as that is a "design feature" of
windows.
If you have security concerns regarding the individual machines Windows NT
4.0 has much better security, then windows 95.
