FWIW I have changed my ISP three times but not my email address. What I
did was retain the old ISP with a few dollars in the account. The
account is of the type where you pay for time connected. Then I had the
ISP forward all emails to me new account, automatically. So, my emails
go to the first account, get forwarded to the present account and I
download from there. I never log onto the original account so never use
any time. Because traffic is going through the original account it
remains alive.
