To unset the 8-bit option in Outlook Express, go to Tools ... Options
... then click on the Send tab.  In the "Mail sending format", click on
each of the buttons - HTML Settings and Plain Text Settings and make
sure the "Allow 8-bit characters in headers" box is unchecked in both.

Normal Content-Type header is

Content-Type: text/plain; charset="iso-8859-1"

But

Content-Transfer-Encoding: 8bit

is wonrg. Sometims it works, but when recepent is far away theare
is may servers between sender and recepient and som of them
supports only 7bit mails.

Correct heaser field must be

   Content-transfer-encoding: Quoted-printable
or
   Content-transfer-encoding: 7bit

Somwere in your OE options you must disable 8bit MIME support.
