Yes, Irfanview will resize an animated gif. However, it will not be animated
once it's resized.
An animated gif is made up of several frames, which provides the animation.
It's the same as cartoons, or the index cards we'd take as kids, draw
something a little different on each and fan them to get a cartoon.
What you need is Microsoft Gif Animator (free) to separate each frame,
resize them with Irfanview (free and the absolute best) and put them back
together with MS Gif Animator.
I don't have a direct link to the program, but it should be searchable on
their site. If you can't find it, let me know and I'll email it to you. It's
actually a neat little program.
