There are a number of low- or no-cost listmanagers around, LSoft
(http://www.lsoft.com) has Listserv Lite that will run on a number of
platforms from Win 95 to S390. The free version is sans support, however.
If you don't want to manage the software yourself, check with area colleges
or your school's Educational Service Unit (or whatever they're called in
your state) - many states have such 'super-districts' that provide sevices
to a number of local school districts. I work in the IT department of a
university, and our group hosts a large number of similar lists for various
groups.
