That's the Quicklaunch bar. Something or someone has activated
it.  Assuming you have XP, right click a blank space on the Taskbar and
untick Quicklaunch.  Icons can be dragged and dropped on and off it, so you
might want to move those icons back to your desktop before you untick it.
