Try looking up your file extensions in either
http://camalott.com/~rebma/filex.html or
http://whatis.techtarget.com/fileFormatA/0,289933,sid9,00.html
Neither site gives much of a clue to the program which opens it.
PWL extension stands for Pass Word List which is a WIN 98 file.
