A number of subscribers have posted questions on reinstalling Windows 98.
Lockergnome gave this sketch for reinstalling Windows 98.

Insert bootable floppy.
Follow DOS prompt (with CD support)
Rename Windows and Program files
Run setup.exe with switches

Only a hint is given as to what is to be done. Perhaps some on the list
could use this to flesh out a step by step procedure to share.
