Win95 does convert JPG files to BMP format when used without IE4+ (Active
desktop)
You'll notice when a JPG file is used (unconverted) it slows your PC down
whilst BMP files do not slow it as much and this is because it has to use
Active desktop which uses more memory and CPU power.
By selecting a JPG file and setting at your wallpaper Win95 sumtimes turns
your Active Desktop on without you knowing it so be careful if you are a
"tweak-freak" :-))

  I have never used Active Desktop.  I *have* used IE 3.x to display a .jpg
file, right-clicked on the image, and selected "Set as Wallpaper".  [I'm not
sure what this does "behind the scenes"; it creates an entry "Internet
Explorer Wallpaper" in the list of available wallpapers, and it's not
obvious
whether this is just the name of a .bmp file that it secretly creates
(probably the simplest approach), or whether this choice triggers some
special handling somewhere.
