Service Pack 3 contains all the fixes that SP2 and SP1 do and fixes the many
the bugs introduced by SP2. SP3 was tested much more thoroughly than SP2
before release.

I have found several programs that would not run with NT4 SP1 which
now install and work fine with SP3 installed.
