I'm wanting to set up the wallpaper so that all users get the same one and lock it so it cannot be changed except by the local admin account. It would also be nice if it could be set up so that it's there when the "Press Ctrl-Alt-Delete to begin" screen appears. This is on Windows XP professional.

Any help would be greatly appreciated. Many thanks.
