The size of your e-mail (attachment) with most ISPs normally doesn't enter
the picture unless, with some ISPs, it's so large it exceeds the limits of
your mailbox. Most ISPs provide a mailbox of sufficient size for most
people. For example, mine is 25 MB and, of course, that doesn't apply to
downloads.
Is the Cognifast.Com the only Internet account you have in Outlook Express?
Does this ever occur with an original or forwarded e-mail with no
attachments? One possible cause for this error is that some ISPs require you
to make an attempt to receive before you can send (an authentication
process). This doesn't normally apply because OE checks for mail when you
open it, unless you've changed the default setting in Tools \ Options.
Another possible cause is the use of a router. I haven't figured this one
out yet but I plan on calling the router folks when I get a 'round tuit'. I
have one account that when I attempt to send using it, I get the same error
message you're getting. If I connect my modem directly to my computer, it
sends the e-mail! So, you might try that if you have the computer networked.

I am using XP and recently developed a problem with OE. I am able to
receive all types of messages of any length but when I attempt to forward
messages containing pictures or video clips my ISP server disconnects with
the following message, "Your server has unexpectedly terminated the
connection. Possible causes for this include server problems, network
problems, or a long period of inactivity." etc.
I contacted my ISP and they told me it appeared to be a software problem
that I would have to correct. I have attempted to reinstall IE but am
unable to do so as I receive a message that my current IE is more current
than the one I'm attempting to install. Help would be greatly appreciated.
