There could be a problem with the Windows installer itself.
In that case you could try to unregister and re-register the Windows 
Installer.See  http://support.microsoft.com/kb/315353
Also > The installation process stops before completing the installation.
  Cause: Windows Installer was not able to read the installation package,

  or conditions on your computer prevented the package from being 
installed successfully.
  Solution: Windows Installer creates entries in the Windows event log.

  To view the log, do the following:
  1. Open Event Viewer.
  2. Review the application log for Windows Installer entries.
   Notes
  • To open Event Viewer, click Start, point to Settings, and then click 
Control Panel.

  Double-click Administrative Tools, and then double-click Event Viewer.
   • You can configure Windows Installer to create a custom installation 
log file.

BTW,the Windows Installer will not (cannot be) run in Safe Mode.
You're welcome to doubt this and try it for yourself.
No setup.msi or a setup that uses the WI after extraction, will run in
Safe Mode.

I don't know the program, but as a general answer, the first thing to
try is uninstall it and then see if it will install in Safe Mode.
Disable any protection software such as firewalls or internet security
software (disconnect phone line first). Make sure there's nothing else
running in the background which might conflict or prevent it---which is
the reason for installing it in Safe Mode.
