Sounds like you're able to see the icons being drawn because your computer
is somehow slower than it was. It always did this drawing in the past, but
so quickly, you didn't notice.

I guess you have installed or configured some software such that new
programs are being run on startup. To resolve this issue, run MSCONFIG.EXE
(more info on this will be in the list archives) and deselect as many items
as you can/dare. I think this will resolve you problem. You might also want
to run ScanDisk and Defrag.
