OK. Let's take this a step at a time.

First, we need more info.  When you say "obvious solutions", please list 
them---we do not know what you have tried or not tried. For example, what 
happens in Safe Mode?

Can you relate this behaviour to anything you might have installed or 
modified around the time when it first started?

You didn't mention System Restore or a registry restore (if you have 
registry backups)---have you tried these?
