A simple reply to that is yes there is. Like Windows
ME, 98SE came in both upgrade and full version. If you
had the upgrade version then you installed over 98,
with the full version you were still able to install
over 98 but you could also do a clean install. I have
cleanly installed Windows98SE many times.
