This fix is for Win 98 SE when you click on shutdown and it hangs on the screen that says Windows is shutting down. At that point you have to shut it down using the power button. I don't remember your original message describing the problem you mention below. That is a horse of a different color and could involve an overheating problem, a memory problem, and a host of other possibilities.
