This can happen when the task bar is sized to be zero height. It seems
silly, but Windows allows this to happen. It took me a while to figure
out what happened. To fix it, move your mouse slowly towards the bottom
edge of the screen till you get the double arrow for sizing a window.
Then press the left mouse button and pull up. This assumes that your
task bar was at the bottom. It will work in other positions as well. The
trick is to resize the bar.
This is the most likely cause of your problem. If this does not work,
then we probably need more input as to the events that led to the
problem.
