The following should work with IE4 and I think it would be OK with IE5 as
well unless they changed the location of these options again.  Open
Internet Properties and select the Connections tab.  In the middle of the
dialog, there should be settings for the Proxy Server.  Disable this by
unchecking the box "Access the Internet using a proxy server".  The
settings will remain so you can disable and enable it at will.  Apparently
the ISP with the proxy server will only let its customers use its proxy
server (understandably) so you must turn off that option when using a
different ISP.
