Paul, you probably have installed a program that runs at startup to load this screen saver. You may be able to remove the program if you can find it in the Add/Remove Programs in your Control Panel Screen. Be careful and do not remove anything unless you are sure it is related to hotbar.
If you do find it, use the remove option. You may not find it, in any case continue below
Now go into I.E. and try to remove it from the links toolbar there by right clicking on the >> in the links toolbar itself.
One of the options there should be the link to the hotbar. If you move the cursor over the "Hotbar" reference so that it is highlighted, let go of the mouse do NOT Click on it, but, simply press the delete key 1 time.
