Jim,
I think that the problem started after you have some security program
installed on your system.I had the same problem when I installed System
Mechanic on my system.If so, you can go to the Settings of program and have
the problem fixed.If not, then may be you don't have administrators
permissions to enter Control Panel.
Is your OS WinXP?
