Yes, I have all the updates for Windows and critical updates.  I also have cleared out my temp files and cookies.

Just tried the right click to save as and received the same error.

The error is:  Internet Explorer is not able to open this web site.  The requested site is either unavailable or cannot be found.  Please try again later.

I do not know how to disable NAV TEMPORARILY; not sure what this is.

Also not sure what the Web/FTF scan is.

Here are two examples, one is a PDF for scholarship information and the other is an upgrade for a program I use.
