Haven't seen any replies so thought I'd take a stab at it.

From what I've seen the control panel is not a directory, but a list of
special files (*.cpl I think) in the windows/system directory.  It's not
possible to add ordinary files and directories to the panel.

What are you trying to do?  Maybe someone can come up with a better
solution.
