Yes...according the Netscape Communicator for Win 95 I must use DUN.

Yes!  It timed out whether or not you were actually
transmitting/receiving over the modem.

Yes...it says something about "DUN will disconnect in 30 seconds" or
some such warning.

Now, based on some very helpful guidance from others, I've configured
DUN as a Windows Client rather than a Network Client and all of these
problems have gone away.

This problem has also gone away; apparently it was also cured by
changing DUN to Windows Client rather than Network Client.
