I had lost my ability to use the Internet when I installed Windows Me over
Windows 98 SE. After spending several hours troubleshooting the problem, I
finally found the answer on one of Microsoft's Windows Me newsgroups. For
the edification of other list members that may install Windows Me, I am
enclosing the answer I found on the Microsoft newsgroup. From reading the
newsgroup, this seems to be a prevalent problem but it is the only problem I
encountered with the installation.

I have been one of the people who had my internet connectivity lost due
to the ME upgrade. I have done all of the things listed in this group
to solve the problem: Removed ICS, Removed DUN, Removed Networking - No
affect. Then, last night, I saw a post about deleting an entry in the
registry relating to WINSOCK2. This is the secret, it worked! Here are
the steps I did:

1. Remove Dial-up Networking and Internet Connection Sharing.
2. Delete all networking items in Control Panel --> Network
3. Using REGEDIT, delete
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Winsock2
4. Reboot.

When you reboot, if you have a network card, Windows will redetect it
and properly initialize TCP/IP. If you just have a modem, re-installing
Dial-up Networking will cause the same thing to happen.

Many thanks to John Hansen who posted the WINSOCK2 registry key delete
trick.

Hope this helps,
Dave
