Very simple to do and not have to go into safe mode by doing the following:

Ctrl-Alt-Del and close all programs in the window except for "Explorer" and
"Systray".

You will only be able to close one program at a time, having to open a
window to close each one. It is faster that rebooting into safe mode. Save
the rebooting for when scandisk is finished.

Normally if you a running a virus protection program, this is what causes
scandisk to hang and restart continuously.
