It would help to know what is going on at the
receiving end.
Is there an error message?
What is it?
Is there some element that is common to
all the recipients?
What mail client(s) are involved?
Are they receiving an empty attachment?
No attachment?
Partial attachments?
Without details we are just making guesses.
