What you need is to insert a Section Break.  For your case, at the end of
the cover pages, index, etc., click on Insert - Break - Section - then
choose "Next Page".  This will start the first chapter on a new page and
numbering will start at Page 1 again.

I'm not sure if Word 97 has Master Document capabilities, but in Office XP
it will allow each chapter to be a separate file but will assemble a
document into chapters automatically.  Search help for Master Document.
