  I encountered something similar recently.  I think you may have a
combination of two issues:

1.  Recent versions of Windows, by default, hide the extension of known file
types.  (A variety of viruses have taken advantage of this by providing TWO
file extensions, assuming Windows will hide the second (real) one and users
will see a harmless-looking one instead.)  e.g., in your case ".zip.html".
  You can turn this off under Tools|Folder Options in Windows Explorer.

2.  In my case, I wanted to save a .jpg file from Internet Explorer.  But
because I used IE's File|Save instead of right-clicking and choosing "Save
Picture", I got a tiny ".jpg.html" file which was a link to the .jpg file
out on the Internet, intead of the image itself.

  I think if you re-download the file correctly, you'll get it as ".zip"
instead of a ".zip.html" link to it, and if you tweak your folder options
settings, you'll be able to see what's really going on.
