  "PII" is an abbreviation for "Pentium II", a range of CPUs that come in a
plastic package about 5" (125mm) long, 2" (50mm) high, and .5" (about 15mm)
thick, with a connector along one edge that fits into a slot in the motherboard.
I believe the first of these CPUs ran at 233 MHz.
  It is really overkill for a system with only 32MB of RAM -- which is why I
suspect that your CPU is not a Pentium II, rather than suspecting that you
typed 166 but meant 266.  [If I'm wrong, my apologies -- and please correct
me.  I'm trying to make sure that I really do understand what's in your
system, in order to be able to help answer your question.]

  So your problem involves a mouse (what kind?), a keyboard (anything
special?) and an internet connection (modem? cable modem? ISDN? T1?).  Your
description of the system specifications really has to include the components
relevant to your problem, or it will be very nearly impossible for anyone to
provide a helpful answer -- which we really would like to do!
  It's possible that you will get an answer to your message that fixes the
problem, but I'm afraid you may not.  If you don't, please try to collect a
bit more information about your machine, and ask again.

  Two possibilities do spring to mind:

1.  You may need to install the Dial-Up Networking 1.3 (MSDUN13.*) update to
Win95; I'm not entirely certain, but you may need to install the 1.2 upgrade
first if you don't already have it.  This/these should be available from
Microsoft's web site, although I don't think I could find 1.2 any more the
last time I looked....

2.  A 166 MHz Pentium is barely adequate for a driver-based WinModem which
used the main system CPU to perform some functions; you may be hitting cases
where it is not quite sufficient.  Fixes then might involve a faster CPU
(which might require upgrades of motherboard, RAM, and so on...) or a
hardware-based (such as an external) modem.  This is just a guess, since you
haven't actually said what kind of modem you have, and I;m guessing about
your CPU.
