I believe this error occurs when running the VXD Fix program
and your install files are on your hard drive.  The program expects
your install files to be on a CD and has a problem if they are on
a hard drive, (I had this same issue).

You can use:  System File Checker
    Goto:  Start | Run | SFC.EXE    and then type in the names of
the seven files one at a time, it will extract them from your install files,
either from your Windows98 CD or from the install directory on your
hard drive.  This is the hard way to do this, but it should also work.
