Since your friend can send and receive Email, that is a very good indication
that DUN is working correctly.  My first guess is that the network settings have

been changed/lost.   Specifically the DNS setting.

Many (Most?)  ISPs require 3 different server addresses in the Dial Up
connection. An incoming mail server, an outgoing mail server, and the DNS
server.
Since each works independently of the others, it is possible to have one or two
services but not all three.

I also suggest you talk to your friend again and find out *exactly* what is
happening.
I suspect that there is an error message, but your friend is just not waiting
long
enough to see it displayed.  Have your friend manually enter a known good URL
in the address strip at the top of Navigator's window, press ENTER ----
AND  THEN WAIT 5 to 10 minutes to see what error message displays.
