That nearly always means that the file is in use, even though it may seem
invisible to you.  This is usually a symptom of spyware or malware, though
the program that uses it may be opening at startup.

Two things you can do:

1. Run Task Manager (Alt/Ctrl/Del) and close any programs you think might
be running these files.  Then delete them.

2. Reboot into Safe Mode. This should prevent most (but not all) your
startup programs from running, so that you can then delete these files.

If neither of those options work, it's highly likely that these files are
some sort of undesirable spyware or worse. There are several utilities that
will remove them automatically at the next boot, before Windows can open
them.  Try GIPO utilities.
http://www.gibinsoft.net/gipoutils/fileutil/.  It has a 30-day trial
period, enough for your present purposes.  When you install it, you will
see the removal options when you right click the file you are trying to delete.
